Requires every person arrested after June 30, 2013, for burglary, residential entry, a crime of violence, or a sex offense to submit a DNA sample to the arresting law enforcement agency.

Establishes DNA expungement rights allowing individuals to request removal of their DNA profile if acquitted of all felony charges, all qualifying charges are dismissed, or no charges are filed within 30 days of arrest.

Permits expungement requests through letter or form rather than requiring a court order, and allows other evidence to establish grounds for expungement.

Increases the DNA sample processing fee from $2 to $4 per criminal action.

Allocates $500,000 semi-annually to the DNA processing fund and increases the percentage of court fines distributed to the DNA sample processing fund from 7.29% to 12.01%.
