Changes all references to "outdoor stage equipment" to "outdoor event equipment" throughout Indiana Code sections 10-19, 22-12, and 22-13.

Makes permanent the authority for the fire prevention and building safety commission to adopt rules regulating outdoor event equipment as a Class 1 structure at outdoor performances (previously set to expire January 1, 2014).

Extends the expiration date for temporary rules governing outdoor event equipment at outdoor performances from January 1, 2014 to January 1, 2016.

Authorizes the executive director of the Indiana Department of Homeland Security to adopt rules governing emergency action plans and emergency response plans for outdoor performances where outdoor event equipment is used.

Declares an emergency for the act, making it effective upon passage.
