Grants civil immunity to registered architects and professional engineers who voluntarily provide design services without compensation during declared national, state, or local emergencies caused by disasters such as earthquakes, hurricanes, tornadoes, fires, explosions, or collapses

Services must be provided at the request or with approval of a federal, state, or local public official responsible for coordinating law enforcement, public safety, or building inspection

Immunity covers personal injury, wrongful death, property damage, and other losses related to the professional's acts, errors, or omissions during emergency service

Immunity applies only during the emergency period or up to 90 days after it ends, unless extended by gubernatorial executive order

Does not provide immunity for wanton, willful, or intentional misconduct; effective upon passage with services covered after May 31, 2013
