Adds neglect of a dependent as a Class A or Class B felony to the list of offenses where courts can only suspend the portion of the sentence exceeding the minimum required sentence

Creates an exception allowing full sentence suspension if the court approves placement of the offender in a forensic diversion program under IC 11-12-3.7

Amends IC 35-50-2-2, the statute governing suspension of felony sentences in Indiana
