Authorizes state agencies to designate purchases as veteran-owned small business (VOSB) set-asides, limiting bids to businesses verified by the U.S. Department of Veterans Affairs Center of Veterans Enterprise.

Requires the public works division of the Indiana Department of Administration to adopt rules allowing certain public works projects to be designated as VOSB set-asides.

Sets a goal for each state agency to have veteran-owned small businesses participate in at least 3% of the overall dollar amount expended annually on purchases, with exceptions for timing and budget constraints.

Requires the Indiana Department of Administration to submit an annual report to the governor and legislative council beginning in 2014 identifying agencies that failed to meet the VOSB participation goal and their remedial actions.

Prohibits veteran-owned small businesses from receiving the 15% price preference on purchases designated as VOSB set-asides.
