Establishes a reduced fee lifetime hunting, fishing, and trapping license for disabled veterans who are Indiana residents, effective July 1, 2013.

Defines a "qualified individual" as an Indiana resident who has served in the U.S. armed forces and has a service-connected disability verified by the Department of Veterans Affairs or disability retirement benefits from the Department of Defense.

Sets the lifetime license fee at $20 for qualified individuals, allowing them to hunt, fish, and trap for life.

Maintains existing reduced fee options for qualified individuals: $2.75 per year for yearly licenses and $27.50 per decade for ten-year licenses.

Requires applicants to request the license from the Department of Natural Resources, an authorized agent, or their county circuit court clerk, and must present evidence of qualified veteran status.
