Requires the director of the Department of Natural Resources to obtain written approval from the executive of the responsible political subdivision before vacating public highways located on or within state parks, forests, game preserves, or scenic/historic places.

Written approval requirement applies only to orders issued after December 31, 2012.

Maintains existing requirement that the director post copies of vacation orders in five conspicuous places in the township at least 15 days before the order takes effect.

Preserves private landowner access by prohibiting vacation of highway portions that provide the only public access to and outlet from privately owned land.

Effective January 1, 2013 with retroactive application.
