Grants Indianapolis-Marion County (consolidated city and county) and second class cities expanded home rule powers, allowing them to reject most state statutory restrictions and adopt local ordinances for governance instead

Authorizes covered units to impose special assessments, income taxes, and ad valorem property taxes (subject to existing levy limits), create special taxing or service districts, establish quotas for alcoholic beverage permits, and conduct local public questions without state authorization

Provides full authority for covered units to file for municipal bankruptcy under federal law

Prohibits rejection of numerous state statutes including those governing elections, courts, debt limits, land use/zoning, property tax assessment and collection, public records access, open meetings, eminent domain, public employee pensions, and public purchasing

Effective date of July 1, 2013
