SB 322 Summary

• Expands binding budget review requirements for public libraries outside Marion County whose boards are not majority-elected, removing the previous condition that review only applied if budget increases exceeded the assessed value growth quotient.

• Requires public libraries subject to binding review to submit budgets to county, city, or town fiscal bodies for approval before September 2 each year, with fiscal bodies able to reduce but not increase proposed budgets.

• Eliminates the assessed value growth quotient threshold for additional appropriations by public libraries under binding review, requiring all additional appropriations to receive prior approval from the appropriate fiscal body.

• Applies effective July 1, 2013, and amends IC 6-1.1-17-20, IC 6-1.1-17-20.3, and IC 6-1.1-18-5.
