Requires the Natural Resources Commission to adopt hunting rules that reflect principles of ethical hunting and fair chase, effective July 1, 2013

Mandates that hunters must shoot to kill rather than wound animals, and must quickly kill any wounded animal

Prohibits chasing, herding, or shooting wildlife from a moving motorized vehicle

Bans hunting wildlife in enclosed areas that lack sufficient cover or means for the animal to escape

Requires domestically raised wildlife to be sufficiently acclimated to the wild before being hunted

Exempts wildlife killed under director orders, special permits, or legally killed animals that are diseased, invasive species, dangerous to humans, or causing property damage
