Expands the Indiana Safe Schools Fund to provide educational outreach and training to school personnel, safety specialists, and resource officers on identifying, preventing, and intervening in criminal gang activities

Requires the Indiana Department of Education to develop model educational materials on criminal gang activity and a model policy for schools by July 1, 2015, in collaboration with the Indiana Criminal Justice Institute, state police, and other agencies

Mandates all school corporations establish written criminal gang policies by June 1, 2016, developed in consultation with parents, school employees, law enforcement, prosecutors, public defenders, juvenile court judges, and mental health professionals

Requires school employees to report suspected criminal gang activity, intimidation, or recruitment to the principal and school safety specialist, who may take action including providing intervention services

Directs the state police department to complete a county-by-county assessment of criminal gang activity locations and existing intervention/prevention services by July 1, 2014
