Removes the exemption that allowed voters residing in state-licensed care facilities to vote without providing proof of identification at their polling place

Requires voters casting absentee ballots by mail to include a photocopy of their proof of identification in the mailing envelope (but not in the sealed ballot envelope)

Exempts military voters, overseas voters, and address confidentiality program participants from the new absentee ballot photo ID requirement

Directs county election boards to treat absentee ballots as provisional ballots if the voter's proof of identification is missing or does not qualify under state law

Makes copies of voters' proofs of identification confidential and requires destruction after 22 months unless a court order mandates continued preservation
