Requires the Department of Child Services to hire at least 156 additional employees by January 1, 2014, including 50 intake specialists, 10 intake supervisor specialists, 80 family case managers, and 16 family case manager supervisors.

Mandates that all child abuse or neglect reports received from a centralized call center be assigned to the local DCS office in the county where the child is located for investigation.

Requires local DCS offices to investigate reports of child abuse or neglect received from medical personnel, school personnel, social workers, law enforcement, and judiciary personnel.

Maintains existing maximum caseload ratios of 12 active cases for initial assessments and investigations, or 17 children in active cases for ongoing services.

Effective July 1, 2013, with the department authorized to adopt emergency rules to implement these provisions.
