Replaces the term "textbook" with "curricular materials" throughout Indiana education code, defining curricular materials as systematically organized instructional content including books, consumable hardware, computer software, and digital content

Requires publishers seeking inclusion in the Indiana Department of Education's curricular materials report to make materials available for sale for at least 6 years and provide licenses for reproduction in large type, Braille, and audio formats for students with disabilities

Mandates the Department of Education to update curricular materials evaluations within 18 months after new academic standards are established or 6 years after the previous review, whichever comes first

Repeals provisions requiring the State Board of Education to establish and administer educational service centers, instead allowing school corporations to voluntarily establish and administer such centers to serve their common needs

Eliminates the requirement for school superintendents to forward lists of selected curricular materials to the State Board of Education by July 1 when new contracts become effective
