Requires secondhand goods merchants to maintain transaction logs containing seller identity, government-issued photo ID information, vehicle license number, purchase price, property description, and property source.

Mandates that merchants photograph both the seller and the secondhand property being purchased, and retain copies of government-issued photo IDs used for verification.

Requires merchants to hold purchased secondhand property separately and identifiably for at least five business days after purchase, during which the property cannot be sold or altered and must remain available for law enforcement inspection.

Directs the state police department to publish transaction forms, a list of property particularly susceptible to theft, and relevant statutes and rules on its website.

Classifies violations of secondhand goods merchant requirements as Class B infractions, effective July 1, 2013.
