Creates the Indiana Family Friendly School Designation Program, allowing schools to voluntarily request assessments from the Department of Education to evaluate and improve parental involvement

Authorizes the department to designate schools as "Indiana family friendly" if they demonstrate parental engagement practices that increase involvement and foster high student achievement

Requires the department to develop evaluation rubrics incorporating surveys of teachers, students, and parents, with results made publicly available

Mandates annual assessment of the designation program's quality by correlating outcomes to student achievement, with results reported to the state board

Effective July 1, 2013, with the department required to adopt rules to implement the program
