Requires charter school sponsors to obtain approval from the local school corporation's governing body before issuing a charter for a new charter school in districts where at least 50% of public school students already attend charter schools

School corporation governing bodies must weigh the benefits to students of the proposed charter school against the impact on the school corporation when deciding whether to approve or deny the request

If the governing body denies the sponsor's request, the sponsor is prohibited from issuing a charter for the proposed charter school

The 50% threshold calculation excludes students attending conversion charter schools that were previously operated by the school corporation
