Requires contracts to specify consequences for failing to meet performance targets, including potential contract termination, and criteria for contract renewal

Assigns responsibility for management functions including performance/incentive pay, curriculum design, daily and yearly schedules, program modifications, student support services, fundraising ability, and food service

Requires performance indicators to be based on factors proven successful in similar schools, adapted to each stage of reform with specific goals and timetables, and tied to the particular situation at each turnaround academy
