Exempts commercial boats from the requirement

Exempts children from wearing flotation devices when below deck, in an enclosed cabin, or when the boat is docked, aground, moored, or anchored

Directs funds collected from violations to be deposited in the fish and wildlife fund

Effective date of July 1, 2013
