Authorizes state educational institutions in Indiana to use "construction manager as constructor" (CMc) contracts for capital projects valued at $10 million or more, effective July 1, 2013

Requires CMc selection through a request for proposals (RFP) process that evaluates qualifications and fees, with an evaluation committee reviewing responses and conducting interviews

Mandates that the CMc provide a guaranteed maximum price (GMP) covering work costs, general conditions, contingency costs, and construction phase fees

Requires both the CMc and first tier subcontractors to provide payment and performance bonds equal to the GMP and subcontract price, respectively

Stipulates that first tier subcontracts must be awarded to the lowest, responsive, and responsible bidder, and the CMc may only self-perform work if they are the lowest qualified bidder
