Authorizes county election boards to approve the use of electronic poll lists in all precincts, provided the county has secure hardware/software, immediate data accessibility between precincts and the election board, and safeguards to prevent double voting and unauthorized access

Requires two precinct election officers from different political parties to coordinate access to electronic poll lists as a security measure

Allows counties using electronic poll lists and central absentee ballot counting to update poll lists electronically when absentee ballots are received, eliminating the requirement to deliver paper certified lists to each precinct on election day

Permits political parties and independent candidates to appoint challengers and pollbook holders at central absentee counting locations to challenge voters whose names appear on absentee certificates

Effective date of July 1, 2013; does not apply to counties already designated as vote center counties under existing law
