Senate Bill 447 Summary

• Requires the Bureau of Motor Vehicles to provide manufactured home title information to the manufactured home installer licensing board for administrative purposes.

• Mandates licensed manufactured home installers to submit quarterly reports (due 15 days after each quarter ends, beginning April 1, 2014) containing customer contact information, installation dates, addresses, and certification that installations comply with manufacturer instructions or ANSI standards.

• Authorizes the licensing board to investigate violations by comparing title data with installation reports and to impose civil penalties up to $1,000 against unlicensed installers or violating licensees, with appeals available under administrative procedures.

• Establishes the licensed manufactured home installer safety compliance fund, funded by collected fines and civil penalties, to be administered by the board and continually appropriated for enforcing the manufactured home installer regulations.

• Becomes effective July 1, 2013.
