Senate Bill 450 Summary

• Requires the Indiana Department of Transportation (INDOT) to adopt "complete streets" guidelines that enable safe, comfortable, and convenient access for all users, including pedestrians and non-motorized transportation modes.

• Mandates INDOT include complete streets compliance requirements in all contracts entered after December 31, 2013, for planning, design, construction, reconstruction, or improvement of state highways and roadways under INDOT jurisdiction.

• Allows INDOT to exclude projects from complete streets requirements if pedestrian use is prohibited by law, compliance costs are excessively disproportionate to benefits, or there is no demonstrated present or future need.

• Requires INDOT to incorporate complete streets guidelines into the department's approved design manual by July 1, 2014, considering user ages and abilities, transportation modes, and safety and livability factors.

• Mandates INDOT report to the General Assembly by November 1, 2014, on implementation progress, and annually thereafter through 2019 on the number, type, and status of complete streets projects.
