Senate Bill 453 Summary

• Requires dialysis facilities (outpatient facilities providing dialysis treatment or home dialysis training, excluding hospital-based facilities) to install and maintain backup emergency generators beginning July 1, 2014.

• Backup generators must have sufficient capacity to provide electricity for dialysis treatments and maintain water pressure levels required for the facility's dialysis treatment system.

• Dialysis facilities must maintain at least 48 hours of fuel supply on premises and test backup generators monthly by operating them for at least 30 minutes.

• State Department of Health must adopt guidelines and may adopt rules concerning installation, capacity, testing, and use of backup emergency generators before January 1, 2014.

• State Department of Health must submit a report to the General Assembly by January 1, 2015 identifying all dialysis facilities operating in Indiana and their compliance with these requirements.
