• Reduces in-person absentee voting period to begin on the Saturday immediately preceding election day and end at noon the day before election day.

• Maintains earlier 29-day advance voting period for absent uniformed services voters, who may vote up to noon on election day itself.

• Repeals provision allowing county election boards to establish custom voting days and hours for municipal elections, municipal election year primaries, and special elections.

• Requires satellite offices for absentee voting to operate only between the Saturday before election day and noon the day before election day.

• Effective July 1, 2013.
