Removes the exemption for licensed commercial animal dealers from the requirement to obtain a state wild animal permit for harmful or dangerous wild animals

Authorizes the director of the Department of Natural Resources to adopt rules requiring either a separate permit for each harmful or dangerous wild animal, or allowing one permit to cover all wild animals at a single location

Changes existing law which previously required a separate permit for each harmful or dangerous wild animal, providing flexibility in permit structure

Maintains existing exemptions for zoological parks, circuses, and carnivals from wild animal permit requirements

Effective date: July 1, 2013
