Replaces the current "probationary accreditation" status with a "not full accreditation" status for Indiana schools, establishing a two-tier system of full accreditation and not full accreditation

Schools assigned not full accreditation status must develop a plan within one year to raise their accreditation level, and the State Board of Education may impose sanctions including withholding state tuition support payments

Creates a review panel process consisting of department staff, classroom teachers, education representatives, governing body members, and accreditation experts to conduct evaluations and make recommendations to the State Board

Requires schools to comply with legal standards including health and safety requirements, minimum time requirements, curriculum offerings, staff evaluation plans, school improvement plans, and financial responsibility requirements

Eliminates the exemption that allowed "freeway schools" to opt out of performance-based accreditation and ISTEP program requirements
