Increases the number of full-time magistrates that Hamilton Superior Court judges may jointly appoint from two (2) to three (3), effective July 1, 2013

Authorizes Hendricks Superior Court judges to jointly appoint two (2) full-time magistrates to serve the superior courts

Expands Owen Circuit Court from one judge to two judges, creating Owen Circuit Court No. 1 and Owen Circuit Court No. 2, with the initial election for the second judge scheduled for November 4, 2014, and term beginning January 1, 2015

Establishes Owen Circuit Court dockets including small claims, misdemeanor, criminal, juvenile, civil, and probate divisions, with judges selecting a presiding judge from among themselves

Requires Owen Circuit Court judges to adopt administrative rules governing case load allocation, indigent legal representation, budget matters, probation department operation, and personnel management
