Creates the Eliminate, Reduce, and Streamline Employee Regulation (ERASER) committee to review and evaluate professional licensing in Indiana, replacing the Regulated Occupations Evaluation Committee

Committee consists of 8 members including the IU School of Public and Environmental Affairs dean (as chair), directors of professional licensing and management and budget agencies, the attorney general, and 4 governor-appointed members (2 licensed, 2 unlicensed professionals)

Establishes a five-year sunset review cycle for specific professional licenses, with automatic termination unless the General Assembly acts to retain them (athletic trainers and athlete agents sunset July 1, 2014; dietitians, geologists, home inspectors, interior designers, and land surveyors sunset July 1, 2015)

Requires the committee to report annually by July 1 to the governor, health finance commission, and legislative services agency with recommendations on whether regulations should be modified, boards combined, or licenses terminated

Office of Management and Budget provides staffing and administrative support for the committee, with expenditures paid from agency appropriations
