• Establishes the Indiana Affordable Care Study Committee to study and recommend on health benefit exchange establishment and "essential health benefits" definitions, with annual reports to the legislative council due by November 1.

• Requires the Department of Insurance to create a health benefit exchange in Indiana under the broadest powers available under the federal Affordable Care Act.

• Expands Medicaid eligibility effective January 1, 2014, to include persons described in 42 U.S.C. 1396a(a)(10)(A)(i)(VIII) and maintains pregnant women eligibility at 200% of federal poverty level through a 60-day postpartum period.

• Expires asset limitation provisions in Medicaid eligibility requirements on December 31, 2013, including resource standards for determining pregnant women eligibility.

• Directs the Legislative Services Agency to prepare legislation for the 2014 session to make statutory changes required by this act; declares an emergency for immediate passage.
