Defines "telehealth services" as use of telecommunications and information technology to provide health assessment, diagnosis, intervention, consultation, supervision, and information across a distance.

Defines "telemedicine services" as videoconferencing-based delivery of medical exams, consultations, and behavioral health evaluations, excluding telephone consultations between providers and transtelephonic monitoring.

Requires Indiana Medicaid to reimburse home health agencies for telehealth services and federally qualified health centers and rural health clinics for telemedicine services.

Requires Medicaid to reimburse federally qualified health centers, rural health clinics, community mental health centers, and critical access hospitals for telemedicine services regardless of distance between provider and patient, eliminating the current 20-mile distance restriction.

Directs the Medicaid office to file necessary state plan amendments with the U.S. Department of Health and Human Services by December 1, 2013, and directs the health finance commission to study telehealth and telemedicine issues during the 2013 legislative interim.
