Mandates charter agreements include rigorous accountability plans measuring academic performance (graduation progress, college/career readiness, industry certifications), financial health, and organizational competence

Directs the State Board of Education to establish an alternative accountability system specifically for assessing recovery schools and accelerated learning centers
