Proposes adding a new Section 39 to Article 1 of the Indiana Constitution guaranteeing the right to vote by secret ballot in any election for employee representation required or permitted under Indiana or federal law.

Amends Article 2, Section 13 of the Indiana Constitution to specify that all elections by the people shall be conducted by secret ballot, while elections by the General Assembly or either branch remain viva voce (voice voting).

Requires agreement by two consecutive general assemblies and ratification by a majority of Indiana voters for the amendment to become effective.
