Proposes an amendment to Article 7 of the Indiana Constitution to prohibit any state court (Supreme Court, Court of Appeals, circuit courts, or other courts established by the General Assembly) from issuing mandates, orders, or writs requiring the state or political subdivisions to expend money for court operations

Applies the prohibition separately to the Supreme Court, the Court of Appeals, and circuit courts/other courts through amendments to Sections 4, 6, and 8 of Article 7

Requires agreement by two consecutive General Assemblies and ratification by a majority of voters to take effect, as required for constitutional amendments

Would prevent courts from compelling state or local governments to fund judicial operations through court orders
