Proposes amending the Indiana Constitution to have the Governor fill vacancies on the Supreme Court and Court of Appeals, with appointments requiring Senate confirmation by majority vote

Increases the retention threshold for Supreme Court justices and Court of Appeals judges from a simple majority to 67% of votes cast on the retention question

Eliminates the Judicial Nominating Commission's role in selecting judicial nominees, converting it solely to a commission on judicial qualifications

Removes restrictions prohibiting judges from making political contributions or holding office in political parties, and explicitly protects the rights of judges, lawyers, and candidates to speak freely on political issues and donate to political parties or candidates

Requires approval by two consecutive General Assemblies and ratification by voters to take effect as a constitutional amendment
