Proposes an amendment to Article 1, Section 39 of the Indiana Constitution to establish a constitutional right to hunt, fish, harvest game, and engage in agricultural or commercial production of meat, fish, poultry, or dairy products.

Declares hunting and fishing as a valued part of heritage to be preserved for the public good, subject to laws and rules prescribed by the General Assembly.

Establishes hunting and fishing as the preferred means of managing and controlling wildlife.

Clarifies that the amendment does not limit laws relating to trespass or property rights.

Requires agreement by a second general assembly and ratification by a majority of voters to become effective.
