HB 1012 Summary

• School corporations may impose a school safety improvement property tax levy if approved by majority vote in a referendum.

• Revenue from the levy must be deposited in a school safety improvement fund and may only be used for: employing school resource or protection officers, conducting threat assessments, purchasing security equipment or technology, developing safety plans, or paying matching grant shares.

• Defines "school protection officer" as an individual authorized to exercise police powers, employed by a school corporation or law enforcement agency on a permanent basis, to provide physical security on school property.

• School protection officers are subordinate to school administrators for daily activities but have discretion in exercising police powers; they may only enforce school rules when crimes or delinquent acts occur and cannot conduct investigations, truancy cases, or home visits.

• Bill takes effect upon passage and declares an emergency for implementation.
