House Bill 1015 Summary

• Requires circuit court and city/town court clerks to collect a $1 court security fee in all civil, criminal, infraction, and ordinance violation actions, effective July 1, 2014 through July 1, 2019.

• Establishes a court security fund administered by the Indiana Supreme Court, funded by collected court security fees from circuit courts and city/town courts.

• Court security fees collected by clerks are deposited into the fund, with money remaining in the fund at fiscal year end not reverting to the state general fund.

• Fund grants may only be used by counties, cities, and towns to pay for costs of installing, operating, maintaining, and upgrading security measures, plans, procedures, and systems in and around courtrooms and courthouse buildings.

• Supreme Court must prioritize grant awards to counties, cities, and towns with the greatest need for court security improvements; chapter expires July 1, 2020.
