HB 1034 Summary

• Allows county and city councils (except Marion County's city-county council) to provide revenue to public transportation corporations from county income tax distributions through local ordinances.

• Establishes metropolitan transit districts in eligible Indiana counties through voter approval via local public question, with an appointed board governing each district.

• Authorizes metropolitan transit districts to construct, acquire, operate, and finance public transportation facilities and systems, and issue bonds for these purposes.

• Permits counties with approved metropolitan transit districts to impose an additional county economic development income tax (CEDIT) of up to 0.3% within the district territory to fund the county's contribution.

• Effective July 1, 2014; applies to 10 eligible counties including Marion, Hamilton, Hancock, Hendricks, Johnson, Madison, Morgan, Shelby, Boone, and Delaware counties.
