Amends Indiana Code IC 22-4.5-9-4 to change the annual inventory submission deadline from August 1 to November 1 each year.

Requires completion of a return on investment and utilization study of career and technical education programs by August 1, 2014, examining program use, impact on college and career readiness, and facility usage.

Mandates the council submit a strategic plan by July 1, 2014, addressing coordination improvements, STEM employment opportunities, worker shortages, and overemployment for advanced degree holders.

Requires the council to include recommendations for preference of high wage/high demand courses and performance-based funding with industry-recognized credentials and dual credit pathways.

Changes coordination reference from SEA 465-2013 to IC 20-19-6-4 regarding Indiana works councils.
