HEA 1080 Summary

• Amends Indiana traffic control signal regulations to allow motorcycles, motorized bicycles, motor scooters, and bicycles to proceed through a red traffic signal after coming to a complete stop for at least 120 seconds and exercising due caution.

• Applies the red light proceeding rule to motorcycle operators under IC 9-21-10-7 and creates new provisions under IC 9-21-11-13.5 for motorized bicycles, motor scooters, and bicycles.

• Requires operators proceeding on red to treat the traffic control signal as a stop sign, determine that it is safe to proceed, and yield the right-of-way to pedestrians and other traffic.

• Effective date is July 1, 2014.
