Amends IC 8-1-32.7-5 to allow I-Light (Indiana's high-speed communications network) to provide service to accredited public and nonpublic schools for educational purposes directly benefiting students, faculty, or staff.

Adds a new exception to the general prohibition on I-Light use by private or governmental entities, effective July 1, 2014.

I-Light may continue serving state educational institutions, private postsecondary institutions, emergency services, public broadcasting, and qualifying research partnerships.

Schools using I-Light service must be accredited as defined in IC 20-18-2-15(1) for public schools or IC 20-18-2-12 for nonpublic schools.

Preserves all existing state contractual obligations and rights from communications service agreements entered before April 1, 2012, and allows parties to renegotiate terms at any time.
