Requires the division of family resources to mandate EBT card users show government-issued photo identification to retailers when making purchases, effective no later than August 1, 2014.

Exempts recipients who are at least 65 years of age or disabled from the photo identification requirement, with exemption status marked on their EBT cards.

Directs the division to seek federal approval and apply for any necessary federal waivers to implement the photo identification requirement.

Establishes a SNAP pilot program restricting benefit use to food, food products, and beverages with sufficient nutritional value as determined by the division, using women, infants, and children nutrition program standards as reference.

Requires the division to implement the SNAP pilot program within 30 days of obtaining federal approval if needed, with authority to adopt administrative rules for implementation.
