Extends civil liability immunities available to Indiana political subdivisions to CERT members performing CERT functions or participating in CERT training and exercises.

Prohibits public and private employers from disciplining employees who are CERT members for absences or leaving work to perform CERT functions in response to declared disasters or emergencies, with limited exceptions for private employers designating employees as essential.

Allows employers to require written notification before scheduled absences for CERT functions and to request proof from CERT leaders that employees were performing CERT functions; employers are not required to pay wages for CERT-related absences unless employee uses vacation, personal time, compensatory time, or sick leave.

Permits employees disciplined in violation of these protections to bring civil actions for back wages, reinstatement, wrongly denied fringe benefits, and seniority rights, with claims limited to one year after disciplinary action.

Good Samaritan liability protections apply to CERT members, and public servants authorizing CERT-related absences are not considered to have committed ghost employment; effective July 1, 2014.
