HEA 1121 Summary

• Expands inspector general authority to adopt rules implementing a statewide code of judicial conduct for administrative law judges, with authority to adopt emergency rules under IC 4-22-2-37.1.

• Allows agencies to share administrative law judges between agencies to avoid bias, resolve conflicts of interest, accommodate scheduling, or for other good cause, effective July 1, 2014.

• Requires agencies to post on their websites the name, salary, remuneration, and relevant professional experience of all persons serving as administrative law judges for that agency.

• Permits agencies to designate attorneys licensed in Indiana or former administrative law judges (from before January 1, 2014) as administrative law judges without requiring them to be agency employees.

• Modifies rulemaking docket requirements to clarify definitions of "pending rulemaking action" and streamline docket content listing, including links to the Indiana Register and public hearing information.
