Prohibits the fire prevention and building safety commission from establishing or charging a fee for expedited review of plans and specifications, effective July 1, 2014.

Voids the existing administrative rule (675 IAC 12-3-2(c)) that permitted a $5,000 fee for expedited plan review of certain building categories (B, F, M, S, and U occupancies).

Allows the division of fire and building safety to provide expedited review of plans and specifications only for agencies of the executive, legislative, or judicial branches of state government, including state educational institutions.

Removes the publisher's requirement to keep the voided expedited review fee provision in the Indiana Administrative Code, with this void provision expiring July 1, 2015.

Modifies IC 22-12-6 to clarify that fee schedules for design releases may include fees for plan review and construction inspection but explicitly may not include expedited review fees.
