Amends definitions in Indiana Code to distinguish hearing aids from personal sound amplifiers, with hearing aids defined as devices designed to address specific hearing loss and fit for individuals with hearing impairment.

Requires hearing aid dealer certificate renewal applicants who have held certificates for at least 18 months to complete 20 hours of continuing education from approved courses through the committee, American Speech-Language-Hearing Association, or National International Institute for Hearing Instrument Studies.

Prohibits sale, lease, or rental of hearing aids in Indiana unless fitted in person by a registered hearing aid dealer or licensed audiologist, with violations classified as Class B infractions.

Exempts prescriptions or orders from licensed healthcare professionals with authority to issue hearing aid prescriptions from the in-person fitting requirement.

Requires the state department of health to determine by September 1, 2014, the number of Indiana residents under 19 years old who are hearing impaired and estimate costs for providing hearing aids through a state program or health insurance requirement.
