Defines "emergency first responder" as military members, public safety officers, public utility employees, or physicians with unlimited medical licenses for Indiana election law purposes.

Permits emergency first responders responding to an emergency declaration to apply for and receive absentee ballots by electronic mail or fax, with required statements about their assignment and waiver of secret ballot rights.

Creates new crime of sending false voting history communications to five or more individuals, classified as a Level 6 felony.

Allows absent uniformed services voters and overseas voters to apply for absentee ballots by electronic mail with digital signatures.

Effective July 1, 2014.
