Expands alcohol permit eligibility from restaurants in Whiting to restaurants in any city or town with a municipal lakefront development project area bordering Lake Michigan.

Removes requirement that a city park, baseball stadium, and oil refinery be located within corporate boundaries; permits now only require the project to border Lake Michigan.

Allows the alcohol and tobacco commission to issue up to six three-way, two-way, or one-way permits for on-premises consumption to restaurant proprietors (as owner or lessee) meeting specified criteria.

Requires permit premises to be located within 1,500 feet or 3 city blocks from Lake Michigan (whichever is greater), with alternative measurement if adjacent areas are in floodplains or otherwise undevelopable.

Effective July 1, 2014.
