Limits copayment or coinsurance amounts for prescription drugs under state employee health plans to $200 for a one-month supply of a single drug and $500 for a one-month supply of multiple drugs.

Requires out-of-pocket prescription drug costs to be included in any annual limitation that applies to out-of-pocket costs generally under affected health plans.

Applies the same copayment and coinsurance limits to accident and sickness insurance policies and health maintenance organization contracts.

Does not require any health plan to provide prescription drug coverage and exempts qualified health plans offered through federal health insurance exchanges under the Affordable Care Act.

Becomes effective July 1, 2014, and expires July 1, 2016.
